The International Telecommunication Union (ITU) has highlighted Egypt’s experience, represented by the National Telecom Regulatory Authority (NTRA), in advancing smart and sustainable cities through the development of digital infrastructure and the establishment of an integrated national framework for assessing and certifying smart sustainable cities in line with international standards.
In its article titled “Transforming Cities, Transforming Lives: Egypt’s Digital Leap Toward Smart Sustainable Urban Futures,” ITU presented Egypt’s experience as a leading regional model that could inform the development of smart and sustainable cities across the Arab region and beyond. The article highlighted the progress achieved in establishing regulatory and technical frameworks, developing assessment standards and key performance indicators (KPIs), and strengthening digital infrastructure readiness, reflecting Egypt’s broader efforts to advance digital transformation and sustainable urban development.
The article highlighted the successful implementation of the “Promoting the Development of Smart Sustainable Cities and Communities (SSC&C) Telecom Infrastructure in Egypt” project by NTRA, in cooperation with the ITU Telecommunication Development Bureau (BDT), from February 2024 to June 2026. The project aimed to establish an integrated national framework for assessing digital infrastructure readiness in existing and new cities, in accordance with international best practices and standards and the regulatory and technical requirements of the Egyptian market.
The project resulted in the development of a national assessment and certification framework for smart sustainable cities, incorporating technical standards and KPIs to measure telecom infrastructure readiness and smart service efficiency. It also included the development of a dedicated digital platform for conducting assessments, verifying compliance with approved standards, and issuing certifications reflecting readiness and performance levels, thereby enhancing transparency, governance, and the efficiency of assessment and monitoring processes.
In addition, the project involved a series of workshops, technical consultations, and capacity-building programs bringing together experts, specialists, and representatives of relevant national entities. These activities aimed to facilitate the transfer of international expertise, strengthen national technical capabilities for assessing and monitoring smart city infrastructure, and adapt international standards to the needs of existing and new Egyptian cities.
ITU also highlighted the potential of these efforts to enhance Egyptian cities’ ability to leverage digital solutions to improve essential services, including energy, transportation, waste management, and government services. The framework supports data-driven urban planning, more efficient resource management, and the development of scalable and integrated technological solutions, ultimately contributing to improved service quality and citizens’ quality of life.
The Egyptian experience demonstrates the importance of national leadership and international partnerships in accelerating the transition toward smart sustainable cities. By combining international standards, national capacity-building, and digital assessment and certification tools, the initiative provides a practical model that can be adapted and replicated regionally and internationally, particularly across the Arab region.
These achievements align with Egypt’s national digital transformation strategy and Egypt Vision 2030, reflecting the role of NTRA in strengthening telecom infrastructure, establishing the necessary regulatory and technical frameworks, ensuring the readiness of networks and digital services, and fostering cooperation with specialized international organizations.
The article underscored how Egypt’s approach to integrating technology, data, and strategic partnerships offers valuable insights into building smarter, more efficient, and sustainable cities. The establishment of a national assessment and certification framework represents an important step toward strengthening confidence in digital infrastructure and preparing cities to meet future needs, further reinforcing Egypt’s position as a regional model for digital transformation and sustainable urban development.
