In alignment with Egypt Vision 2030 and the Egyptian Strategy for Education under the Ministry of Higher Education and Scientific Research, aimed at advancing higher education through sustainable internationalization and global academic integration, Badr University in Cairo (BUC) has signed a cooperation protocol with Scotland Institute of Business & Finance in UK (SIBF) to deliver internationally accredited British education pathways within Egypt. The partnership aims to provide students with high-quality academic programs while enabling smooth progression to leading universities in the UK and worldwide.
Scotland Institute of Business & Finance in UK (SIBF) is an international education provider offering British qualifications and academic pathways including the Foundation Year (BAFI), HND, and MBA Top-Up pathways, supporting student progression to universities in the UK and worldwide. The institute delivers its programs through online, hybrid, and on-campus modes, backed by academic guidance, admissions support, and internationally accredited study options that comply with British and global quality assurance standards.
The signing ceremony was attended by H.E. Prof. Dr. Ashraf El-Shihy, former Egyptian Minister of Higher Education and Scientific Research and current President of Badr University, Dr. Rasha Hussein Mostafa – Cultural Attaché and Director of the Egyptian Cultural Bureau in London, and Mr. Mina Mikhael, President of SIBF in UK, along with senior academic and administrative leaders from both institutions.
Under this protocol, BUC will host International Foundation Year programs fully aligned with UK academic standards, incorporating joint curriculum design, integrated academic supervision, and comprehensive student support services, including language preparation, study skills, and academic mentoring. Programs are delivered with maximum flexibility on-campus, hybrid, or fully online to accommodate diverse student needs and learning preferences, ensuring accessibility while maintaining internationally recognized quality benchmarks.
H.E. Prof. Dr. Ashraf El-Shihy, highlighted: "This partnership represents a significant advancement in Egypt’s higher education system, providing our students with access to world-class academic pathways locally, while supporting the strategic objectives of the Egyptian Strategy for Education."
Also, Mr. Mina Mikhael, added: "We are proud to collaborate with Badr University to deliver British-accredited education in Egypt. This initiative provides students with a unique opportunity to prepare for international higher education without leaving their home country, combining quality, accessibility, and global recognition."
This collaboration represents a strategic Transnational Education (TNE) initiative in Egyptian higher education, embedding international academic pathways within the Egyptian university context. It provides students with globally benchmarked preparatory education, enhances English-medium academic competence, and cultivates skills essential for research, critical thinking, and cross-cultural academic engagement. By establishing a framework for “internationalization at home”, the initiative promotes academic excellence, facilitates global mobility, strengthens competitiveness, and allows students to pursue international higher education without the need for early-stage travel, while supporting the modernization and global integration of Egypt’s higher education system.
