The New and Renewable Energy Authority (NREA) operates wind farms by their own staff and/or subcontracts with operators on maintenance for other parts of their projects. Assistance is needed for NREA in developing the tendering documents and evaluation for a tender for Maintenance, spare parts, consumables and a SCADA system for a specific wind park at Gabal El Zeit at a capacity 220 MW.
NREA is preparing tender documents for O&M services after the warranty period for the JICA project (220 MW Wind Farm) at Zeit site. It is planned to be a public tendering mainly for prerations and maintenance,including spare parts, consumables & SCADA system.
This will be financed by NREA, therefore the background is NREA’s guidelines. NREA is therefore requiring a consultant to support in the preparation of the tender documents.
The consultant is expected to support NREA in the full tendering process which includes:
1.Review the draft tender documents prepared by NREA and give feedback and comments on these documents in form of track changes/ Notes in the provided word documents. The review will be for the whole tender documents, i.e.technical and economical/financial parts (payment conditions).
2.After tendering, support NREA in answering the Questions & Clarifications being received from potential tendering companies
3.Support NREA in the evaluation of the offers and selection of the winning tenderer.
