Signing a tripartite cooperation protocol to provide expertise and advice to strengthen the health system for citizens using technology

    Dr. Mustafa Madbouly, Prime Minister, today, Wednesday, witnessed the signing ceremony of a trilateral cooperation protocol, on providing expertise and health consultations to citizens through remote diagnostic applications, between the ministries: Communications and Information Technology, signed by Minister Dr. Amr Talaat, and Health and Population, signed by the Minister Dr. Hala Zayed, Higher Education and Scientific Research, signed by Minister Dr. Khaled Abdel Ghaffar.

    The main objective of the protocol is to activate the role of information and communications technology to support the health system, take advantage of the resources available at the ministries participating in the protocol and work to integrate them, in order to improve health services provided to the Egyptian citizen and reduce the burden on him, in addition to raising the level of care and health services at the level of the Republic by using Information and communications technology, providing high-quality medical diagnostic services for marginalized and disadvantaged regions, and developing and refining the scientific and skilled level of doctors by providing communication between different experiences between service providers Lively exchange of knowledge and raise their competence with respect to diagnostic services remotely.

    The Minister of Higher Education said: This protocol aims to improve the quality of services provided by institutions of higher education in university hospitals to reach the largest number of patients, and raise the level of health services provided by health units, as well as contribute to the establishment of patient databases equipped with the diagnostic and therapeutic history, as well as Contribute to support decision makers by providing them with some reports and statistics through the latest available technologies.

    For his part, the Minister of Communications indicated that, according to this protocol, the Ministry of Communications provides the required technologies of devices, applications and service of communication lines at appropriate speeds and full hosting service for the system throughout the duration of the protocol, in addition to installing and operating remote diagnostic units in the hospitals entrusted with operating the service, technical supervision and review Technical solutions for hosting and securing software for the remote medical and health services delivery system.

     

    He added that the Ministry of Communications is committed to training and qualifying the system coordinators and service providers selected by the ministries of health and higher education to use software and devices for diagnosis and medical treatment remotely in cooperation with the relevant authorities.

    For its part, the Minister of Health said: According to this protocol, the Ministry of Health, in coordination with the Ministry of Higher Education, specifies the locations and addresses of health facilities entrusted with operating the service, as well as the agencies providing the diagnostic and medical consultations service, as soon as the protocol is signed, for the first stage, provided that later The rest of the data is for the following stages. The Ministry of Health also provides specialized doctors to operate remote diagnostic devices in public and central hospitals, as well as consultant doctors in specialized hospitals, as well as support staff to perform the work.

    The Minister added: According to the protocol also, the Ministry of Health is establishing a central room for the management and follow-up of the system of communication, diagnosis and medical treatment remotely to coordinate between providers and recipients of the service and manage all practical procedures for the application of the system, in addition to preparing appropriate rooms in hospitals to place units and devices to apply the system in the places to be implemented The project includes providing technical coordinators for the system in each hospital as well as for the central room of the system, in order to ensure efficient communication and distribution of responsibilities, tasks, tasks and management of the system, as well as allocating the medical staff in charge of the system in each hospital , Taking into account the work to protect the privacy and integrity of patient data in health units and model hospitals through the authority of the data department.
